The West End Small Area Plan is a targeted vision for growth focused on the character of places within the district.
The City of Greenville, with Urban Design Associates (UDA), conducted a planning process for Greenville’s West End, a neighborhood immediately next to Greenville’s Downtown and South Downtown.

The Planning Commission approved the plan (6-0) following a public hearing on October 22. City Council will consider final approval at an upcoming meeting.
The West End Small Area Plan fits within the goals and objectives of the larger GVL2040 comprehensive plan, adopted earlier in 2021.
The plan centers around making streets comfortable and safe for pedestrians and bikes as well as building on and maintaining the character of the area. Key elements include:

Redevelopment in the area of South Main Street could expand on the character of that area in the West End.
A future entertainment district could surround Fluor Field, and include a public plaza at South Main Street.
Pendleton Street redevelopment could include separate bike and pedestrian pathways.
